The so-called total amount control, the Customs Administration of the Ministry of Finance explained that the customs will inform the warehouse operator of the total amount of packages that can be accepted one month in advance, and then the warehouse operator and each customs broker will pre-allocate the quantity; the total amount control controls the number of packages every week It will be updated once, and will be dynamically adjusted according to factors such as the average express delivery volume in the past, the characteristics of goods coming to Taiwan from various regions, and the time required for inspection.

That is to say, the Customs Administration will set the total number of imported express parcels every week, and adjust it flexibly according to the seasons, and reduce it in line with the increase in industry demand or in response to inspections.

With the popularity of overseas online shopping and cross-border parcel delivery, the volume of simple declarations for express goods has increased by more than 1.6 times in the past five years. The expectations of customs declaration operators and the public for fast customs clearance have not decreased but increased. Cause dissatisfaction, the dilemma of speed and security is rising day by day.

The incident of African swine fever meat smuggled into Taiwan occurred in late August this year. Executive Premier Su Zhenchang was furious and demanded to come up with a solution and strictly guard the country's gates, prompting the Customs Administration to thoroughly think about how to achieve a balance between customs clearance speed and national security.

With the rapid increase of express parcels in recent years, officials of the Customs Administration bluntly said, "It is too fast, and what is exchanged is national security."

For the sake of convenience, in the past, goods of the same type from different importers could be merged into one big bag. The quantity at a time may reach hundreds and be stacked staggeredly, resulting in omissions in X-ray interpretation. However, although the cancellation of bag consolidation can help customs to better interpret, it is still difficult to truly alleviate the difficulty of balancing "speed and safety" as the number of express packages increases year by year.

Officials pointed out that the crux of the matter lies in the source, that is, the speed and quantity of express parcels pouring into the country. In order to actively deploy them back to a reasonable state, "the total amount control is imperative", and the plan will be tried out from December 1st. It will be formally implemented before the comprehensive cancellation of customs clearance (expected to be as soon as April 2022).

According to officials, during the epidemic period, due to the sudden increase in the number of express delivery by sea, the total volume control was first adopted. After a three-month adjustment period, the current operation is gradually smooth, so the evaluation is further carried out by air.

In practice, after the air express package gets off the plane, it will be unloaded to the storage warehouse for customs inspection. Currently, there is no control over the quantity of unloaded goods; after the implementation of the total volume control, the customs declaration operator will be required to notify the warehouse operator before the package is loaded on the machine and transported to Taiwan. , the warehouse operator will register with the customs how many packages will arrive and when they will be delivered, and they can only be sent after being approved by the customs, and the quantity must meet the total control limit.

Officials said that in the past, the management role of warehouse operators has never been properly highlighted. In the future, operators will be required to assist in the "pacing" of express parcels in accordance with customs volume regulations and consider reasonable warehouse capacity.
